Dan, I cannot tell precisely from the pictures but it appears that the flashing light on the seat stay is pointed upward (perpendicular to the seat stay) reducing brightness at eye level (driver level) at distance.

The two pictures you have of the rear kind of show it. It is brightest in the first picture but when you view from the rear, it does not appear as bright.
